Why are children still leaving primary school unable to read fluently?

Because we are having to take groups of up to 6 children for literacy intervention when many of these learners need one to one instruction five days a week. We need more SET teachers.It also has to be the right kind of instruction for the particular learner’s needs. Some children have very good oral language comprehension but poor decoding skills, or the inverse, or a lack of skill in both etc
